I recommend using www.fakenamegenerator.com/ for generating a fake name and address for a US or UK account.
Now for the guide:
Well if you're like me, you like anything for free and today I found a free way to some import gaming! How awesome is that?
So what we're going to need to do is create a Playstation Network Account. Since you probably already have US account associated with your current user, you'll probably have to create a new user on your PS3.
After that, create a new PS Network. When you do this, instead of selecting United States as your country, Select Japan. From there, we have some forms to fake our way through.
It will then ask if you want a master or sub account. Choose master (the top choice)

After that click the button on the bottom right to continue past the agreement
Now comes the first text fields. In the top one, put in an e-mail address. I used a spam.la address (you can make up whatever you want @spam.la no registration required. You can then go to spam.la to check you address by putting in your prefix in the filter). Then enter your password twice. And finally whatever you want in the last box. That would be your password retrieval answer.
Now enter your online alias aka gamertag. It does check against US lists (I think) so come up with something other than your US PS Account.
Now I believe this next form is your name and gender and something else...I'm not really sure. Just enter random crap.
Next is the address (I think?) form. First text field is a 3 digit number (I used 123). I used the first option in the drop down box (any of the 3-character ones). Then the rest was random garbage.
Now I think it asks you if you want to put money in your PS Network Store Wallet. Choose the second option otherwise you have to put in your credit card (I think).
There's one more screen with a single check box. I don't know what it is but I didn't check it. Afterwards, that's about it.
